Mr Howell (Vice Chancellor of Hong Kong
University), and Sir John Pratt (of the
Foreign Office) to a scheme for setting up a
Law School at Hong Kong University, as a
great centre for the dissemination amongst
the future political leaders of China of a
knowledge of the principles of English Law and
Procedure. The intention is to invite the
Inns of Court in London to break out in a
new direction, to support this scheme with
the C weight of their prestige and to
finance it with funds to be collected by them
for this great missionary enterprise.

Mr Curtis is collecting all his guns
at Chatham House on a date in
October (I think October 16th) and he is
anxious that the Secretary of State himself
should accept an invitation to attend at this
dinner when the plans will be unfolded and
discussed with those who can speak for the
Inns of Court. I suggested to him that he
should write to the Secretary of State which
he proposes to do to-morrow.
